A joke if it weren't so sad.

This is another example of a story that would be a joke if it weren't so sad. castro has decided how local municipalities will vote for elected officials this year. Itar-Tass reports that eight million people are expected to vote in two rounds of elections in April. The Russian press agency goes on to say:

Cuban authorities have said many a time this country has the most democratic election system in the world.

They indicate that the degree of its democracy has a weighty proof – a typically very high turnout of voters at the polling stations and total absence of frauds in electoral procedures.

Elections at the whim of a dictator. A high voter turn out.  Didn't Saddam have much the same thing?
